In practice: Product chairs Gate 1 with Guild and Capability Lead co-signing; Guild chairs Gate 2; a reviewing engineer chairs Gate 3, with Security co-reviewing when the change is flagged; and the Capability Lead chairs Gate 4 with Product co-signing, on QA's certification evidence.
