New-enterprise feature defaults

A default does not override desktop-only, role, deployment, or project-narrowing requirements.
Current constraints
- Initial enterprise onboarding collects only Enterprise ID, name, and administrator email.
- Domain and SSO details are configured later at Pending SSO.
- New external users are invited individually.
- Bulk invite applies only to people who already have an enterprise account elsewhere.
- Email-domain routing is validated at invitation time.
- Project settings cannot override an enterprise-level disablement.
Troubleshooting
