What is available today
A project administrator can use the desktop-only Add SOCI bootstrap workflow to upload a generic bundle, extract it locally, complete a guided terminal interview that applies project identity and configuration, and publish the first project bundle.
That workflow belongs to Administration because it is a project bootstrap task, not an end-user SOCI experience.
